Men require two measurements: Bodyweight and Waist Circumference (measured at the belly button).
Example: I weigh 185 and I have a 33 inch waist.

Women require five measurements: Body weight, Wrist Circumference, Waist Circumference, Hip Circumference, and Forearm Circumference.

The Navy body fat calculator uses body circumference measurements along with height to estimate body fat percentage. Measurements are taken at the narrowest point for waist and neck for males, and waist, neck and hips for females. These measurements are combined with your gender and height to estimate body fat percent. For most people, the Navy method is accurate to within 3%.
The formula for males (using inches):
